I really wonder what urges the legislators to pass these laws. What happens if a dog does bark? The dog goes to prison, or the pound, or maybe the owner goes to jail because his dog barked?

good thing i dont live in this city. or arkansas. my dog barks at almost everyone who passes in front of out house!
