Seaside is a planned city that was intended to reflect 19th-century architecture. These stipulations are merely two among the many the city planners have devised that have led to the development of a city that looks somewhat like a Disney World resort.

    Only two people may picket on a sidewalk at a time, and they must stay at least five feet apart at all times.
    “Mardi Gras Beads” may not be thrown from a third story window.
    Electric fences are banned.
    Cars parked in public places must be locked, and their windows must not be left down more than the width of a hand.
    One may not picket a funeral.

That photo shows a house in Seaside, that doesn’t have a two-story porch. There is no such universal stipulation.

And as Seaside, Fl is not an incorporated city it can not possibly be a law. It is called a property covenant.
