Given the number of people I’ve seen using dogs to pull them on bikes and skateboards, I don’t consider this a stupid law really.

NOOOO!!! Mr.Goat will be so disappointed!!!! I’m sorry Mr.Goat – you can no longer pull me around in a vehicle in a public place.
