No – there is no such law. It is true that a motorist must pull over if a horse in the traffic becomes uneasy (which in my opinion seems like a sensible thing to do), but there is not a requirement to cover up the car.

This piece of incorrect information might relate to a previous law that has not been in force in ages. When bicycles became popular around in the late 19th century, the bicycle rider was obliged to give way to the horse, and, if necessary, cover up the bicycle. That was probably a stupid law, but it has not been in force for more than hundred years.
