Bawdy houses. No bawdy house, house of ill-fame, house of assignation or the place for the practice of fornication or commonly ill-governed or disorderly house shall be kept or maintained within the limits of the city or within three (3) miles of the outer boundaries. It shall be unlawful for any person to keep any such house, or be an inmate thereof.

They cannot enforce a City Law even a centimeter outside their city limits. They have no jurisdiction there. These idiots need to stop claiming that they have legal authority that they, simply, do not have. If I had the resources, I’d open such a house, about 2 miles outside their city limits, just to prove that point.
