Yes this is true. But today you can have a dog. But there is another stupid law. If you live in a big building with other people (of which you don´t even know), you have to have permission from everybody in the house for having the pet. And if one refuses, you can´t have the dog. Once a person on the first floor was refused by a sailor living on the 4th floor, who really was never home! No dog there.

I’ve never heard of it but it may be that it was once. At least not now, many people have dogs here!
And yes, you have to have permission from everybody in the building if you live in a big building other wise you can’t have a pet there not a cat, dog maybe a goldfish it depands on where you live
