It is illegla to be drunk and disorderly in any public place – it is illegal for the bar staff to serve someone obviously drunk.

Why is it a stupid law?
What is stupid is the mentality of those who can’t enjoy a drink without getting totally plastered – then expecting sympathy while being violently ill for the next 24 hrs or worse – being dragged off to hospital to have their stomach pumped.
There is nothing worse than being in the presence of someone who is drunk. Public houses are just that – PUBLIC, and accessing such places should be a safe and pleasant experience for everyone at any time of their permitted trading hours, where you should not be confronted by loudmouthed raucous idiots. If people must drink to that level then they should not do so in public places hence the LAW.

this is a rather intelligent law by my books, having been subjected to many disorderly drunks in the local bars in the US
