Growing oleander flowers is illegal.

Section 6.08.010 Prohibition.

No person, corporation or public agency shall plant or cultivate the oleander plant at any place in the city for any purpose whatsoever.

Oleander is extremely dangerous/toxic to horses as well as other animals. Norco has a very high concentration of horses and therefore the need to ban Oleander is necessary to prevent any horse in the city from accidental ingestion of a poisonous plant.

Yeah…Califorina is covered with Oleander…It’s even planted along parts of I-5…
