All these laws are from all time. Some of the Laws apply to different years. This one is based around the late 60′s when comics started getting a start.

I’m not surprised it hasn’t been repealed, given the effort it takes for bills to pass through parliament and the levels of government bureaucracy. Comic books have been experiencing dwindling circulation and publication rates for years now, to the point that people don’t know that they actually still publish them, so there hasn’t been that much reason for a member of parliament to pass a private member’s bill, let alone to have it made into law.
