Actually, this law is common in just about every state. In this case, however, the wording is rather uncommon.

Or, the dog just needs to remember to keep its master on a leash when they leave the house. Definitely sounds like a California thing.

Not stupid at all… why would a dog take it’s master out before putting a leash on? The dog wouldn’t want its owner to run away.
