This law has been attributed to a city ordinance in Globe, Arizona. I guess if you and your Native American friends want to play poker, it would behoove you to get off the streets!

Sec. 14-6. Ballplaying. It shall be unlawful for any person to play ball by throwing, catching, pitching or batting a ball on any public street, alley or sidewalk of the city.
Additionally, an individual must be designated to enforce “prescribed safety precautions”. The person in charge must present an insurance policy covering any and all possible damages likely to arise.
