That sounds like something out of Discworld, where there’s a thieves guild that regulates all theft and various other crimes of that nature all accordance to the law of Anhk-morpork. Unlicensed thieving is dealt with swiftly, and harshly. The idea is, if there’s going to be crime then it might as well be organised. Not a half bad idea actually. :p
